Urine samples of the suspects all tested positive for amphetamines.
They admitted their illegal drug use, according to police, state-run Xinhua news agency reported.
While a suspect surnamed Fu was arrested for drug trafficking, three other drug users were subject to administrative punishment by police, the procuratorate said.
According to a video released by authorities, Li said he "felt deep regret" about his behaviour.
"As a celebrity, I exerted a negative influence on the general public. I realise the mistake I made. I have not been forgiven by my parents and public," Li said.
"I thought a lot in the detention house. I will cooperate with related organs and want a chance to start over."
Li, 25, is from northeast China's Heilongjiang province.
He was in the first series of "The Voice of China", a singing competition that Zhejiang Satellite TV aired in 2012.
