CIMS dean suspended for rule breach in appointments, drug buy

The dean of the Bilspur-based Chhattisgarh Institute of Medical Science (CIMS) has been suspended for alleged irregularities in contractual appointments and procurement of medicines, an official said today.

Vishnu Dutt was suspended two days ago for dereliction of duty after a preliminary investigation established that he allegedly violated established norms.

"The suspension order of Vishnu Dutt, the dean of the CIMS, was issued on August 12 from mantralaya (secretariat) here," said the official from the Department of Medical Education (DME).

Dutt was accused of making contractual appointments of some assistant professors and resident doctors in the state- run institute without getting permission from the authorities concerned, he said.
 

Preliminary investigation revealed reservation rules were violated in these recruitments, he said.

Besides, it was also found that the procurement of drugs for the hospital was not done in compliance with the purchasing policy during his tenure, the official said.

There were also other complaints against the dean. One of them alleged he frequently stayed outside the headquarters (CIMS, Bilapsur) without seeking permission or informing anyone, he added.

The action against Dutt was taken under the provisions of the Chhattisgarh Civil Services (conduct) Rules, 1965 for dereliction of duty and making appointments and procuring medicines against the established rules, the official said.

Dutt will be attached with the Lt Baliram Kashyap Memorial Medical College, Jagdalpur (Bastar district) during his suspension period, he added.
