CM lauds role of state Public Service Commissions

Himachal Pradesh chief minister Virbhadra Singh today emphasised that the public servants should be incorruptible, easily accessible and result-oriented.

Inaugurating the two-day 17th National conference Chairpersons of State Public Service Commissions here today, he said that the civil servants should be impartial and fair and capable of implementing the policies of the government, irrespective of the political party heading the government.

"The society at large expects honest and efficient services from public functionaries and as such the functioning and conduct of public services should be transparent and services rendered by them should be result-oriented", chief minister said adding that "integrity of individual" was most important.
 

He said that such Conferences enabled the Commissions to learn from each other's experiences and replicate the same in their institutions to benefit the job aspirants, besides discussing various issues and problems being faced by the Public Service Commissions (PSCs).

He said that there was a dire need of having an authority like UPSC and PSC, which was independent of the political access and influence for making various recruitments and promotions.

"The officials selected by the PSCs ought to know that their real master are people and they must learn to conduct themselves as true and faithful servants", he said, adding that they should consider their position as an opportunity to serve the people with devotion and dedication.

"I have always believed in independence, dignity and strength of constitutional institutions and in order to maintain the sanctity of this constitutional institution, the state Government had granted the official status and other privileges equivalent to the Chief Secretary to the Chairman of Himachal Pradesh Public Service Commission," the CM said.

The Chief Minister said that credibility of Public Service Commissions depends on the integrity, efficiency and honesty of the functionaries of the Commission.

The Public Service Commissions has to play a crucial role in Nation building.

Lauding the efforts of the HP Public Service Commission, the Singh said that the Commission under its Chairman K S Tomar, had introduced several reforms, which will go a long way in coping with the new challenges of new generations in future.

He also honoured the Chairpersons of various State's Public Service Commissions.

Deepak Gupta, Chairman of UPSC said that such conferences provide a forum for sharing information in areas of mutual interest and concern.

As globally there is a focus on good governance, the PSC's should reinforce the principles of transparency and accountability besides ensuring complete objectivity and speed of delivery to carry our constitutional responsibility.

He stressed the need for developing and strengthening the online examination system to cope up with heavy rush of applicants .

Chairman HPPSC, K S Tomar said that Rs 5.27 crore e-governance project had been submitted to Union IT Ministry and if approved it would pave the way for online examinations in future.

He said that HPPSC proposes for Rs 2.80 crore digital Library which will be with an aim to provide relevant material and guidance to the aspirants who were willing to compete in various types of State Services.
