Goa Chief Minister Manohar Parrikar today recommended stringent action against the management of an off-shore casino, whose alleged negligence resulted in the death of a 20-year-old engineering student.

"I have told police to make casino management responsible for the death of the student," Parrikar told reporters here.

Police have begun investigations into the circumstances that led to the death of Shiv Dhanush Reddy, who hailed from Hyderabad, on Saturday, after he fell off the deck of the casino.

Reddy was on the off shore vessel 'Casino Carnival' when he reportedly slipped from the second deck and drowned in Mandovi river.

Section 336 of IPC, dealing with endangering human life, has already been imposed on the officials of casino, Parrikar said.

Goa Public Gambling Act bans entry of youth below 21 years to board off shore casino vessels.

"Casino management should not have allowed the student to come on the ship," the chief minister said.

The state government is in the process of appointing a gaming commissioner, who may be of the rank of collector or similar, to regulate gaming activities, he said.

Panaji police had booked a case against vessel's captain M S Fernandes, manager Spancar Cuuilidoll and security in-charge and management of Casino Carnival.
