The commission, headed by Justice (Retd) Mutum B K Singh, retired Judge of Gauhati High Court, will submit its report within six months, an official notification from the government said.
The Commission of Inquiry will ascertain the root causes leading to the clashes between the minority and the Bodo communities and subsequent violence.
"It will also identify the individuals and/or organisations responsible or the violence and will also fix responsibility. The Commission will also determine the lapses, if any, on the part of civil and police administration in tackling the situation," the notification said.
The notification added, "It will determine whether any individual or organisation, be it official or non-official, caused or facilitated the large scale exodus of population outside the BTAD area."
The Commission will also give recommendations for ensuring peace and ethnic harmony in the BTAD areas.
The violence, which started on July 19-20 and continued for over a month, affected various districts of lower Assam including Kokrajhar, Chirang and Dhubri.
Around 100 persons lost their lives and over four lakh were displaced during the violence.
The CBI has already taken up some cases relating to the violence.
