Committee set up to make NSDZ project viable

In pursuance of the State Assembly resolution for setting up of Nagaland Special Development Zone (NSDZs), the Government of Nagaland constituted a ministerial committee headed by the Chief Minister T R Zeliang.

The committee has been empowered to review the existing State laws, orders or instructions with a view to amending them to make the NSDZ project viable and effective, stated an official notification made public here today.

It would also review and reorient the Nagaland State Industrial Policy with a view to liberalizing entry of, and investment from, non-Nagas and other investors in the NSDZs.

It would also bring about a Master Plan for NSDZs, the government said while also empowering the committee to issue instructions to all Departments to reorient their Annual Plans in consonance with the Master Plan for NSDZs.
 

The Committee would also to suggest, mechanisms for cadastral survey of lands falling in NSDZ areas and evolve a system of registration of ownership of lands and issue of patta thereof.

It would evolve a system of permanent settlement for non-Nagas for the purposes of investment in the NSDZs in the form of special land access permits to be issued by the State Government in this behalf while also liberalize the system of entry and stay of non-Nagas in the NSDZs for the purposes of investment.

The Government has also directed the Committee to consult with the land owners, tribal hohos, civil societies and other concerned organizations while evolving the above framework and mechanisms in regard to NSDZs.

The resolution regarding setting up of NSDZs along the foothill areas of the state was passed by the State Assembly on March 24, 2014, while committee was set up April 15, the notification stated.
