"The final draft of the recommendation for implementing ILP would be submitted to the government in a day or two," Deputy Chief Minister and committee chairman B M Lanong told reporters here.
Views and opinions of NGOs would be taken into account, he said.
The ILP is issued under the Bengal Eastern Frontier Regulation, 1873, by a few governments in the North Eastern region and require those coming into the states to obtain permits.
Apart from the ILP, the committee also expressed the need to implement the three-tier identity card system so that the problem of influx by foreigners and people of 'doubtful origins' were handled in a more effective manner, Lanong said.
The committee was set up after more than four lakh people were displaced in lower Assam's BTAD districts and adjoining Dhubri in the July-August ethnic conflict.
Meghalaya government had last week asked private employers and contractors to register migrant workers and obtain license to employ them by February next year or else face punishment under the Inter-State Migrant Workmen Act, 1979.
All principal employers and contractors in Meghalaya employing five or more inter-state migrant workers should register their employees and obtain license from the labour commissioner, a government release said.
