Sharma told reporters here that he was hoping that all heads of governments would participate in the Commonwealth Heads of Government Meeting (CHOGM), when asked if Canada would stay away from the summit.

"My message to all leaders is to participate at this CHOGM," Sharma said.

Canadian Prime Minister Stephen Harper in September last year had warned that Canada may boycott the CHOGM in Sri Lanka unless the South Asian country showed progress and accountability over allegations of human rights abuses.

The Canadian threat of a boycott was part of consistent international pressure on Sri Lanka to achieve sustainable reconciliation with the country's Tamil community through the implementation of recommendations of the Lessons Learnt and Reconciliation Commission (LLRC).

The UN rights body in March this year adopted a resolution moved by US and backed by India which urged Colombo for expeditious implementation of the LLRC.

Colombo has announced an action plan for implementation and claims that some of the recommendations had already been put into action.

Sri Lanka, meanwhile, with the backing of India has opposed action to establish the position of a Commonwealth Commissioner for Democracy, the Rule of Law and Human Rights at the on going 58th session of the Commonwealth Parliamentary Association meeting being held here currently.
