Himachal Chief Minister Virbhadra Singh today directed engineers of Public Works and Irrigation and Public Health (IPH) departments to ensure that all developmental works are completed within the stipulated time.

He also cautioned that contractors leaving the work "incomplete" would be "black-listed".

Presiding over the review meeting of a 20-point programme here, Singh cited some works in Chopal area wherein tenders were allotted to more than one contractor for a few IPH schemes and said action would be taken against such officers.

Expressing concern over the delay in execution of major works being implemented in Shimla district, he asked the officers of IPH, PWD and Electricity Board to debar and blacklist for five years the contractors who fail to start the work.

"Such contractors would be declared ineligible and would not be allowed to participate in tendering process for a period of five years," he said.

Seeking status of the water supply schemes in Chopal constituency, the Chief Minister asked the department to complete all the schemes soon.

Singh also directed that the construction of toilets in schools for which funds have been sanctioned should be completed within two months.

"Toilets should be constructed in all the schools right from Primary to Senior Secondary Schools throughout the state.

"I don't want a single school in the state to be without toilets and the education department should construct the toilets in all schools by the end of this fiscal on priority," he said.
