"The situation can improve only with collective efforts in which the role of youths, particularly of girls, is very important," she said.
"When girls and women will be aware of their rights, they will be able to raise their voice against injustice. For this, they will also have to boost their confidence level," she said.
She also said that the state commission would be holding public hearing at the divisional level to redress grievances.
