In a memorandum submitted to Governor Urmilla Singh, a delegation of the party led by HPCC president Kaul Singh Thakur and leader of the opposition Vidya Stokes claimed that the BJP government stood "exposed after its indictment by the High Court" for allowing setting up of 60 MW Thermal Plant.

"The people of Himachal are deeply disturbed by the loot of scarce resources of the state by the private companies and individuals under the present BJP Government which has become a puppet in the hands of land mafia, illegal mining mafia, builder mafia, hotel mafia and cricket IPL mafia," the memorandum alleged.

The landmark judgement of the Green Bench imposed fine of Rs 100 crore on JAL for setting up the cement plant in violation of environment and land laws and also directed it to dismantle the thermal plant which was unprecedented.

The High Court also expressed its dismay on how the officers supposed to be watch dogs of public interest were turned into meek lambs and has set up a special investigation team (SIT) to bring the guilty officers to the book.

The memorandum referred to the alleged irregularities in cement plant and thermal Plant and said that observations of previous Congress led by V.B.Singh while withdrawing the sanction to set up the thermal plant were given a goby and ignored to favour the JAL.

The memorandum also sought probe into alleged favours shown towards Jaypee Associates in 1000 MW Karchham Wangtoo project and Vivekanand Medical Research Trust project.

It also sought probe into alleged favours to Himachal Pradesh Cricket Association by JAL.
