The delegation was led by Bihar Congress media department in-charge Ranjeet Ranjan, wife of former Purnea MP Rajesh Yadav alias Pappu Yadav and Bihar Youth Congress president Lalan Kumar. Party MLA Afaq Alam was also in the delegation.

They submitted a memorandum to the Prime Minister drawing his attention towards "rising incidents of serial kidnappings, rapes and murders" in Bihar and the "callous attitude" of the state government on the "organised hand and institutional protection" to such crimes.

The delegation complained that instead of taking action, the government "slapped FIRs" against Congressmen who organised agitations in protest.

State Youth Congress had earlier submitted a memorandum in this regard to the Bihar Governor and had also organised a Maha Dharna at Purnea on May 28.

"To our utter shock, instead of correcting the grim situation and protecting people of Bihar from such acts, the government has slapped FIRs against us under various sections. It is clear that the Nitish Kumar government does not intend to bring the culprits to the book and also does not want that we raise voices against the heinous crimes", they said.

The Congress delegation alleged that crimes have risen alarmingly in Bihar since the Nitish Kumar government came to power for the second time in 2010 and that the FIR against the Congressmen is a "clear signal to the residents of Bihar that nobody dare raise his voice" against the state administration no matter how grave the matter might be.

In a press release, Lalan Kumar said the delegation also apprised Singh of the situation surrounding the daylight murder of former Ranveer Sena chief Barmeshwar Mukhia.
