Stepping up its agitation against the Samajwadi Party government in Uttar Pradesh, Congress will gherao the state secretariat in Lucknow on Novem ber 21 in protest against the administration's alleged failure to implement the Food Security Act.

AICC General Secretary Madhusudan Mistry also said the party would be going it alone in the politically crucial state in the Lok Sabha elections which are not far away.

Mistry told reporters that the party has asked workers from all over the state to converge in Lucknow on November 21 for the march to the state secretariat for the gherao.

Congress has been stepping up attack on the SP and the state government in the wake of the riots in Muzaffarnagar and the gherao is seen as a move to galvanise the party in the state.

Uttar Pradesh, which has 80 Lok Sabha seats, is the home state of the Gandhi-Nehru family and it has sent 22 Congress members to the Lower House in the last general elections.

Party Vice President Rahul Gandhi had held public meetings in recent months during which he has attacked the state government for allegedly failing to deliver on the development front and that funds sent by the Centre to it "disappeared" before people can benefit.

He has also been alleging the state government was not extending benefit of central schemes and accused it of stalling the implementation of the food security scheme.

SP headed by Mulayam Singh Yadav has been a key outside supporter of Congress-led UPA which had helped the government on a variety of issues.

Modi had rallies in UP in quick succession--in Kanpur on 19th October, in Jhansi on 25th October and in Bahraich on 8th November. He is also scheduled to visit Agra on 21st November.
