The silent protest by Rao was held at the state party headquarters Gandhi Bhavan here.

"The brain-storming session is essential to elicit views of the party cadre, through whom we have to take the government's programmes to the people. My protest is only to benefit the party," Rao said after ending the protest on the intervention of Deputy Chief Minister Damodara Rajanarasimha.
