Haryana Congress president Kumari Selja on Saturday alleged that the crime against women are on rise in the state under a "totally incompetent" government.

"The present state government is totally incompetent and has failed on all fronts, especially on the law and order front. Crimes against women in the state are increasing day by day, but the government is not taking any concrete step to ensure women's safety," Selja alleged.

The Bharatiya Janata Party formed government on its own for the first time in 2014, but falling short of majority in the 2019 assembly polls, it formed the government with the support of Jannayak Janta Party.

"Ever since the BJP came to power (in 2014), there has been a huge increase in cases of crime against women in the state," she claimed.

She said according to 2015 National Crime Records Bureau (NCRB) data, 9,511 cases of crime against women were registered.

"This increased to 9,839 in 2016, and in the year 2017, this figure increased to 11,370," she said.

Selja said "if we talk about rape cases, then according to the NCRB data, 1,099 such cases were reported in the year 2017."

"For the year 2018 and 2019, no data has been made available by the NCRB. But the data received from many other sources this year has raised our concerns, she added.

"During the first ten months of this year, 1,396 rape cases have been reported, of which 150 cases were of gangrape. This means a rape is happening every five hours in the state, which shows the pathetic condition of women safety and security in Haryana," the state congress chief added.

She said under the 'Nirbhaya Fund', which was set up by the Centre in the wake of the December 2012 gangrape-cum-murder of woman physiotherapy intern in the national capital, the state government received Rs 16 crore for women safety, but 62 per cent of that fund was not spent by the state government.

"The state also received Rs 10 crore for One Stop Centre (announced by the Central government under the Nirbhaya Fund), but the government did not spend 81 per cent of it," she said.

The senior Congress leader said "on one hand crimes against women were increasing in the state and on the other hand, not utilising the funds received for the women's safety clearly shows the government was not serious about women safety at all."

Referring to a recent rape incident in Hathin in Palwal district, Selja said, "Recently a minor girl was gang raped twice in district Palwal but the accused were still at large. Today, under the rule of this incompetent government, women are not feeling safe as the culprits are roaming fearlessly in the state".
