this afternoon in south Delhi by a speeding car belonging to a top official of central excise department.
The incident took place in Lodhi Road at 1 PM and the deceased has been identified as Madan Singh Bhandari.
The driver of the car Lalit Sharma was arrested. The official was not in car when the accident took place.
