DCW notice to Rohini FSL over delay in processing report

The Delhi Commission for Women (DCW) has issued a notice to Forensic Science Laboratory (FSL) in Rohini over delay in processing of samples in connection with the Jagat Puri rape case and the alleged suicide by a girl in AIIMS hostel.

DCW chairperson Swati Maliwal said the Commission has received several complaints regarding delays in processing of samples at FSL, and said "such delays are a serious lapse and have resulted in many victims being devoid of justice".

DNA samples of the child born to a rape victim and also of the rape accused were sent to FSL on February 2, and as per the status report submitted by the concerned investigating officer of Jagat Puri, even after passage of almost eight months, they have not received a report from FSL.
 

Also, in the alleged suicide at AIIMS hostel, the viscera sample of the girl was sent to FSL in December 19 last year and even after 10 months, Hauz Khas police is yet to receive a report from the laboratory.

"Such delays are a serious lapse and have resulted in many victims being devoid of justice. Please submit a detailed status report to this office on the above mentioned cases including the reasons for not providing the report till date and by when will the reports be submitted to the concerned police stations.

"Please provide the said information within 48 hours of the receipt of this letter," said the notice issued to Dr R K Sarin, Director of FSL.

Maliwal has also sought details of the cases pending with FSL, Rohini since January 2010 and has asked the laboratory administration to provide her with the details of the cases that were forwarded by FSL to another lab since January 2010 till date, and the cases in which the report is awaited.

She has also sought details of the posts vacant there and details of facilities and equipment that have been requested by the administration for smooth functioning of FSL and are yet to be provided.

Also, Maliwal has sought to know the time usually taken to prepare a report and the time within which a report must be prepared else the accurate results will not come out.
