Delhi Commission for Women (DCW) has issued yet another notice to Social Welfare department secretary in connection with the functioning of another state-run facility where mentally challenged women were found to be lined up naked waiting for their turn to take bath.

DCW chief Swati Maliwal had yesterday conducted an inspection at the Asha Jyoti Home at Nirmal Chhaya complex and found the irregularities. Last week, similar glaring issues were raised by the women's body at the Asha Kiran Home.

"The Commission noted that women residents were lined up completely naked in the complex while waiting for their turn for bath and even after the bath were walking naked to their rooms. This is a severe blow to the dignity of the residents and a serious human rights violation.

"It was also found that mentally retarted women were made to do the cooking for all inmates due to shortage of staff and no CCTV cameras were found to be installed," the notice read.

Social Welfare department's Secretary Dilraj Kaur, who is under Delhi government's fire over the reported deaths and filthy conditions at Asha Kiran home, has been asked to submit an action taken report on the new issue within a week.
