Uttar Pradesh Governor Ram Naik today said ideological debate and discussion were necessary in institutes of higher education but dignity and duty should also be taken care of.
"Promoting ideological discussion in higher education institutions is necessary, but dignity and duty should also be taken care of," Naik told reporters here.
He, however, refused to comment on questions related to JNU incident.

He said that out of 25 universities, convocation of 20 universities had been held during which 40 per cent degrees went to girl students but out of 1196 medals, girl students bagged 67 per cent of medals.
Naik said that a good number of posts for teachers were lying vacant in universities and steps were being taken to fill them.
On the proposal to increase tenure of vice-chancellors from three to five years, he said that it was still under consideration of the state government.
