Delhi government has issued an advisory to all government agencies involved in construction work to make provision for installation of a C&D waste processing plant in order to reduce the negative environment impact due to dumping of waste on roads, ridge area and the Yamuna river bed.
According to a senior official, Delhi generates about 4,000-4,600 tonnes per day (TPD) of construction and demolition (C&D) waste. This waste is inert but bulky and is either dumped in city landfills or in open spaces, water bodies and flood plains.
In the advisory, the PWD department of Delhi government has directed all the government agencies involved in construction work to make a provision for installation of a C&D waste processing plant in all big redevelopment projects of the government, costing more than Rs 500 crore.
"C&D waste processing plant of appropriate capacity should be installed at the site itself to recycle waste generated during the construction and also to use the recycled products in the same project to maximum possible extent," the government said in its advisory.
As per the advisory, agencies must ensure the quality and durability of recycled products by adopting prescribed construction practices like using clear water for making concrete mix of recycled products.
"The recycled products must be used in non-sensitive structure like kerb stone, paver tiles in footpath, silt/earth for filling in embankment use of bricks in non-load bearing partition walls, boundary walls, toe walls, recycled aggregates in RCC kitchen shelf, almirah shelf etc," the official said.
As per the advisory, a large quantity of recycled earth is extracted during processing of C&D waste and the same may be used by the government agencies for filling in plinth of buildings and embankment of roads.
"The technology of milling and reusing the bituminous material recovered by milling of existing bituminous pavement layers should be encouraged so as to avoid raising of road levels and to save the natural resources like stone aggregate.
"The government agencies dealing in the construction of roads must consider these aspects and use these technologies for milling and recycling of existing bituminous layers before taking up re-carpeting of existing road," the advisory said.
Earlier, the government had directed government agencies to incorporate a clause in their tenders that mandates use of a minimum of 2 per cent recycled products from construction waste in all future contracts for building works and 10 per cent recycled products for road works.
A copy of the advisory has been sent to municipal corporations, Delhi Jal Board, Delhi State Industrial and Infrastructure Development Corporation Ltd, DUSIB, Discoms, DDA and Delhi Tourism and Transportation Development Corporation.
