Delhi relaxes NOC issuance policy to raise enrolment in

In a significant move to encourage higher education in the national capital, the Delhi government has relaxed the policy guidelines for issuance of NOC to institutes seeking affiliation to Guru Gobind Singh Indraprastha University (GGSIPU).

"The aim is to sanction more educational institutes under the university and also help increase enrolment of students," said a Delhi government official.

The modifications and additions in the existing policy guidelines have been approved by Delhi Lieutenant Governor Najeeb Jung.

As per the new guidelines, to start new courses or raise intake, private institutes can increase their buildings' Floor Area Ratio in the conforming area by up to 225 per cent as notified by the Union Ministry of Urban Development.
 

The built-up area of an institute building as assessed and verified by the joint assessment committee (JAC) may be considered for granting the course(s) intake, subject to the maximum limit as prescribed.

Considering the fact that any building in use may have common operational areas like basement and stairs, the JAC had advised not to take covered area strictly as built-up area.

Instead, the built-up area as certified by the local body should be taken as the final one.

The cases of all those institutes, that were allowed to start various new programmes/increase intake during the 2013-14 academic year on the recommendation of the JAC and without the NOC of Delhi government, may be reviewed.

The issuance of NOC (no-objection certificate) to various institutes for such programmes for 2013-14 may be reconsidered as per the recommendations of the JAC.

The university will be asked to conduct inspection by separate JAC for this purpose and wherever required and NOC may be granted based on recommendation of the committee.
