A 1978-batch IAS officer of Uttarakhand cadre, Desiraju has been working in the Health Ministry since April 2010.
A Master's in Public Administration from Harvard, Desiraju is a MA in Economics and hails from Andhra Pradesh.
He comes in place of P K Pradhan, who retired yesterday.
