A meeting of the country's top police brass, scheduled to be held in Guwahati, has been postponed by a week till November 29-30 due to paucity of time of Prime Minister Narendra Modi.
The annual meeting of all DGPs and IGPs, originally scheduled for November 21-22, has been rescheduled due to the paucity of time of the Prime Minister, who would be on a three nation tour - Myanmar, Australia and Fiji -- from November 11 to 20, official sources said today.
This is for the first time that the conference of the country's top police brass will be held outside the national capital, in line with Modi's decision to hold key national events outside Delhi.
The Prime Minister will inaugurate the conference while Home Minister Rajnath Singh will chair it.
Rise of Islamic State in Iraq and Syria (ISIS) and al-Qaeda and their attempts to recruit Indian youth will be part of the agenda of the two-day conference.
How to counter 'Muslim radicalisation and attempt to attract radical Muslims to ISIS and Qaeda-tul-Jehad' to be discussed threadbare in the meeting besides implications -- both immediate and long term -- of the rise of ISIS, which controls large areas of Syria and Iraq, and its potential to attract disgruntled youth to its ranks.
The top police officers will also discuss the developing situation in Afghanistan and Pakistan, and its implications on terrorism and law and order situation in India.
The agenda has been fixed in the wake of reports that some Indian youth may have joined ISIS to fight in Iraq and Syria. Besides, al Qaeda leader Ayman al Zawahiri had announced the formation of a separate branch of the terror group to operate in Indian sub-continent.
Assam Police will host the conference that will see attendance of around 100 DGPs and IGPs of all states and para-military forces.
Issues like left wing extremism, cross border terrorism, activities of Jehadi terror outfit will also figure on the agenda.
Filling up of vacant posts in police forces, circulation of fake currency notes, smuggling of narcotics and human trafficking will also be discussed in the two-day conference.
