"It should be considered whether a family has means to lead a dignified life before including in the BPL category," Kumar told reporters here.
The criterion like daily income or calory in-take by a family was not a fair qualification to accord BPL category, Kumar said.
The chief minister said that a declaration paper was released in Patna on the criteria for BPL families and a report was submitted to the Centre earlier.
