District level units will be formed to decide candidates for the municipal polls, Vajpayee said in a meeting with party members here.
The state-level leadership does not want to interfere in the candidate selection process, he said.

It has to be ensured that "outsiders" do not get party tickets and only district leaders are given preference, he added.
