Of late, members of several village panchayats in the district have quit, fearing Naxal wrath.
Patil said that patrolling and other security measures in the remote areas would be stepped up, and the people should "deal with the situation bravely".
Patil is on a two-day tour of this Naxal-affected district, which borders on Chhattisgarh.
Talking to media here, he said Naxalism was creating a vicious cycle. The Naxals justified their presence citing lack of development, but they opposed developmental activities of the government.
He conceded that a large number of elected representatives in the district had resigned following threats by the Naxals,but said the ultras too were surrendering to the police, and the situation would soon be quite different.
The police has chalked out a special strategy to deal with the Naxal menace in the district, he said.
The state government had sent a proposal to the Centre to set up a special selection board for the district, so that local youths could get jobs, Patil said.
