'Draft guidelines on sex offenders registry being prepared'

Draft guidelines on a proposal to set up a registry of sex offenders, including juveniles, in the country are being prepared, the government informed Lok Sabha today.

Minister of State for Home Haribhai Parathibhai Chaudhary said these guidelines are being prepared "in consultation with ministries/organisations, before they are put out for wider consultation with the state governments and the public.

"The initial consultation draft includes the registration of individuals convicted for offences like rape, voyeurism, stalking and aggravated sexual assault and includes possibility of registration of offenders below and above 18 years," he said.

"According to draft guidelines proposed, extensive information on the offender will be collected," he said.
 

"This will include, inter alia, name and aliases, registration of primary or given name, nicknames, pseudonyms, interact identifiers and addresses, telephone numbers, addresses including temporary lodging information, travel and immigration documents," he said in a written reply to a question.

Other details will include, "employment information, professional licences, school, college institute information, vehicle information, date of birth, criminal history, current photograph, fingerprints and palm prints, DNA sample, driver's licence, identification card, PAN card number, Aadhar card number and voter ID number," he said.
