The two candidates were tied for the post in the September 14 election that saw allegations of irregularities fly thick.

A notification from the University said that the draw of lot was held under the formula of half of the period to be shared by the two victorious candidates.

Consequently, the lot decided that Basoya will hold the post of joint secretary from September 20 to March 5, 2013, while Choudhary will take over from March 6 to August 15.

Both candidates had secured 13,164 votes in the election, the results for which were announced on September 15.

The ABVP, which lost all three main posts on the students panel to Congress's student wing NSUI, had levelled allegations of fraud and abuse following the announcement of results, and some of its activists including Basoya, were injured during the ensuing protest.

ABVP state secretary Rohit Chahal said Basoya, who was hospitalised earlier due to injuries in the ribs and shoulder, could not attend the draw as he is on bed rest.

"He had written to the chief election officer about his condition. But they went ahead with the draw without any of his representative present.

"They had not made their stance on the draw clear from the beginning. We were under the impression that the draw will decide one winner but they gave half the period to Raveena Choudhary after the draw threw up Vishu's name," he said.

The party candidates said they had registered an FIR with the Maurice Nagar police station, accusing University's private security personnel of assaulting them on the day the results were announced.
