Acting on a tip-off, police arrested Maksood and his accomplices from railway station here when they were trying to leave the city, SP D K Rai said.
670 gm morphine worth Rs 70 lakh in the black market were recovered from their possession, he said.
Maksood was earlier arrested in 2004 with 12 kg morphine, he said.
