DUSIB CEO summoned by HC over unsatisfactory night shelters

Pointing out that night shelters in the national capital are "thoroughly unsatisfactory", the The Delhi High Court today asked the Delhi Urban Shelter Improvement Board's (DUSIB) CEO to assist the court in coming out with "better and humane" shelters.

A bench of acting Chief Justice B D Ahmed and Justice S Mridul passed the order after senior advocate Jayant Bhushan, appearing for an NGO for homeless, submitted most of the night shelters in the national capital were operating in inhuman conditions.

"Since the issues have not been adequately resolved by the agencies before us, particularly DUSIB, it requires the CEO of DUSIB to assist this court for resolving the issue. The CEO shall remain present in court on next date of hearing," the bench said and listed the matter for further hearing on April 2.
 

Bhushan told the court that the city's homeless, at the night shelters, were forced to sleep under "inhuman condition in cramped spaces" which were in many ways similar to berths in railway coaches.

"DUSIB has to come out with better and humane norms. You want Delhi to be a world class city but a large chunk of the population still sleeps on the roads," the bench said after taking note of the submission made by Bhushan.
