Water from Mahananda river entered localities like Fulbari, Milan More, Purba and Paschin Dhantala and Kalabari though the breached embankment at Gulmasari, the sources said.
The district administration has shifted 1000 odd people to safer places and a relief centre was opened at Milan More.
North Bengal Development Minister Gautam Deb visited Fulbari today.
The sources said it was extremely difficult to repair the embankment during rains.
