Making the submission before a division bench of Justices D Murugesan and K K Sasidharan hearing a petition challenging the August 19 last policy decision, state Advocate General Navaneethakrishnan said the issue was over as the clearance was obtained.

However, counsel for petitioner senior advocate P Wilson contended the clearance had been obtained for a particular purpose.

"The EIAA has no power to review and amend the earlier clearance and allow the building to be used for a different purpose," he said, adding that "the decision is a nullity and without jurisdiction".

The court posted the petition, filed by advocate R Veeramani, to June 20 for final arguments.
