The scam came to light through documents accessed under the Right to Information, following which the Raigarh Collector asked the then Raigarh Zila Panchayat CEO, Deepak Agrawal, to investigate.
The probe revealed that Karsolia manipulated the tendering system to award work for a water augmentation project to a contractor of his choice.
Based on Agrawal's report, a case was registered against Karsolia, two clerks of PHE and three contractors under sections 420 (cheating), 467 (forgery) and other relevant sections of IPC and the PreventionofCorruptionAct at Chakradhar Nagar police station in June 2016.
Karsolia was produced before a court in Raigarh which sent him in judicial remand for 14 days. Other five accused are yet to be arrested.
