"Even though there is censorship for the films, self-regulation is the best way ahead for any filmmaker," the minister told reporters.
When asked about the censorship in India, Tewari said, "We have a legal architecture that works very well."
He was talking to media after inaugurating Film Bazaar organised by the National Film Development Corporation of India (NFDC), held on the sidelines of IFFI 2012 in Goa.
"The festival is celebrating centenary year of the Indian cinema," he said.
Indian cinema has a glorious legacy which needs to be protected, he added.
"During 12th five year plan I&B ministry proposed to implement national heritage mission. The digitalisation of archives is a priority. We would make a beginning in this direction," minister said.
On the occasion, Goa chief minister Manohar Parrikar said that apart from the glamour aspect of the filmdom, the business aspect needs to be worked out properly for the success of the films.
"Good art work needs to be supported financially," he said praising the efforts like Film Bazaar.
