Finmin asks depts to submit proposals for Supplementary Grants

The Finance Ministry today asked all ministries and departments to submit proposals to be included in the second batch of Supplementary Demands for Grants the current fiscal.

The proposals along with the draft statement justifying the demands to be included in the ensuing batch and appropriate background notes may be forwarded to the Budget Division in the prescribed form by October 7, 2016, after which date, proposals would not be entertained, an office memorandum said.

The Supplementary Demands for Grants would be introduced in Parliament in the upcoming Winter Session likely to commence in November.

The cases which would be eligible to be incorporated under such demands include those where advances from the Contingency Fund of India have been granted and are required to be recouped to the fund.
 

Besides, payments against court decree would be included as well in cases where the Finance Ministry has specifically advised moving of Supplementary Demand in the Winter Session, it said.

All other cases may be withheld and moved over to the third and the final batch for the current year due in the Budget Session, the memo said.

It further said that "while processing proposals for Supplementary Grants, the Grant controlling authority must invariably identify savings available within the Grant so that the infructuous or inflated Supplementary Demands are weeded out and the eventuality of surrender after obtaining Supplementary Grant is avoided."

The proposal for Supplementary Demands for Grants may be projected after a thorough and objective assessment of additional requirement of funds, it said, adding that the grant should be sought for the minimum necessary amount after a thorough review of savings both under Plan and Non-Plan.

"In cases where re-appropriations can be made without the requirement of Supplementary as per the extant provisions, no Supplementary proposal including for a token amount, should be proposed. This could be met by re-appropriation of savings after obtaining approval of competent authority," it said.
