The attack took place following a clash between two groups over the sale of tender forms at the district social welfare corporation office, they said.
Both groups dispersed after police intervened, officials said, adding that some of the men attacked the gun shop of state Zoo Minister S P Yadav in Pahalwara to vent their anger.
Besides vandalising the shop, the miscreants also abducted an employee, they said.
When the information reached the police, they pursued the miscreants and rescued the employee before arresting the abductors.
Additional Superintendent of Police G N Khanna said that an FIR has been lodged against six persons, including former BSP MLA Dhirendra Pratap Singh Dheer, in this connection.
