The limbs of all the victims were tied and the bodies bore cut marks by sharp weapons, Deputy Superintendent of Police N K Ram told reporters here.
The bodies were dumped near NH-75 near Hotwar village of the district, he added.
The police was trying to establish the identity of the dead and has launched raids to track the killers, he said.
