Following is the chronology of events relating to the issue of improving the collegium system of appointment of judges in higher judiciary in which the Supreme Court today came out with a slew of guidelines to make it more transparent and accountable.

Oct 16: SC declares as unconstitutional National Judicial Appointments Commission Act and 99th constitutional amendment to remove collegium system of appointment of judges for higher judiciary. Apex court seeks suggestions to improve the collegium system.

Nov 3: Several suggestions to improve collegium system placed before SC.

Nov 5: SC says no bar on collegium to go ahead with its work to appoint judges for higher judiciary; asks BCI to take inputs from state bar associations. SC asks for public notice that all suggestions be sent on Ministry of Law and Justice website by Nov 13.
 

Nov 18: SC asks Centre to frame a draft Memorandum of Procedure (MOP) for future appointments in higher judiciary after considering all suggestions.

Nov 19: SC reserves order.

Dec 16: SC gives slew of guidelines for Centre to prepare MOP in consultation with CJI.
