In his letter to Singh, Sanjiv Chaturvedi has also alleged "worst kind of witch hunting" by "the authorities concerned" of Haryana.

The officer, who has been appointed by the Central government as deputy secretary in AIIMS on deputation, alleged that the state government was not relieving him even after the requests by his cadre Ministry -- Ministry of Environment and Forests -- and Union Health Ministry.

"...You are requested to immediately intervene to issue appropriate directions to the government of Haryana for my relieving and to get the entire episode inquired into by the CBI, as per the recommendations of the CVC, to fix the accountability in this case," he said.

The officer could not be contacted for further comments.

After exposing the scam five years ago, Chaturvedi was frequently transferred and he complained of harassment to President Pratibha Patil, who referred it to the Cabinet Secretariat.

Acting on the directions of the Cabinet Secretariat, the Environment Ministry in 2010 constituted a two-member Central government panel which confirmed the harassment of Chaturvedi and recommended quashing of the chargesheet and referring the matter immediately to the CBI for impartial investigation.

The chargesheet was quashed by the President.
