He was 82.
Mallappa is survived by wife, five sons and daughter, an official release said.
Mallappa, who was elected from Arakalgud Assembly constituency between 1977 and 1989, had served in the ministries of Ramakrishna Hegde and S R Bommai.
Chief Minister Jagadish Shettar mourned the death of Mallappa.
