Also, the family is being pressurised allegedly by the mother of the accused to "settle" the case for Rs 3,000, prompting the Committee, the sole authority to deal with matters concerning children in need of care and protection, to ask police to look into the matter.
The girl was raped in her house in Sangam Vihar on June 13 and her family is too poor to afford her treatment, the committee said.
This came to light when a Welfare Officer of the CWC visited the house of the victim last week and submitted a report to the committee.
In her report, Welfare Officer Navreen Khan said the child needed medical treatment "but they (family) don't have money to spend on her medical treatment."
The committee said, "Even on the day of the visit of the Welfare Officer, the child was in pain but they had no money to buy medicines. Family has no regular source of income. There are five children, whom the parents are finding difficult to raise and look after."
The mother of the victim even requested the Welfare officer to help keep two children in the institution.

"The sad part of the story is neither the NGO concerned nor the Investigating Officer is sensitive towards the needs of the victim and the family," the CWC said in its order yesterday.
Noting that Delhi Police and Delhi Commission for Women, with the help of NGOs, started Crisis Intervention Centre to deal with such cases, it said, "This is a deserving case and the very purpose of setting up crisis intervention centre is to help such victims."
The order also said the Welfare Officer should explore the possibility through some NGOs which has provided financial assistance to some of the victims referred to by the CWC.
