France has unveiled a vast new programme to counter radicalisation, as jihadis return from the battlefields of Syria and Iraq and the watch list of people showing risk signs grows.

Prime Minister Edouard Philippe today announced the program of 60 measures that puts the accent on prevention. It is the third effort in less than four years to try to prevent and control a phenomenon that numerous nations are grappling with.

The new plan involves prisons, schools, social workers and the sports world, among others, on local and national levels.

Philippe said that "this is a plan of mobilization. It's a battle that the state alone can't fight." He spoke in Lille, north of Paris, where one of the prisons used for violent, sometimes radicalized prisoners is located.
