"It's a very sad this incident that took place. I certainly deplore the incident. I am sure appropriate action would be taken," Minister of State for External Affairs Preneet Kaur told reporters outside Parliament.
French citizen Frank Wilfred, 23, was seen lying on the platform at the Karnal station on April 29 after the Amritsar -bound Sachkhand Express train had started moving from the station, police said.
Wilfred was taken to a hospital in Karnal from where he was taken to PGIMER in Chandigarh in a serious condition with head injuries.
TTE of the train Manoj Kumar's was arrested yesterday in connection with the incident.
