Additional Chief Judicial Magistrate Vishambhar Prashad issued the NBW against Nand Lal, father of Badi Payal, 22, a victim of the gruesome killings which came to light in December 2006 following discovery of human remains from a drain behind Pandher's house in Noida.

The court directed SSP, Ghaziabad, to arrest Lal and produce him before it on April 30.

The court had previously issued two NBWs against Lal on April 16 and 21.

Lal's advocate Sajid Ali moved an application in the court today for recalling his client's NBW and to allow him to appear before it after three days as he had to attend his son's wedding, but the court turned down the appeal and issued a fresh NBW.

Advocate Khalid Khan, on whose plea the court issued the NBW, said he was engaged by Lal for the case of murder and abduction of his daughter, and in his statement on April 25, 2007, before the then special judge Rama Jain, Lal had alleged that the then Noida police circle officer had received bribe from the main accused Pandher.

On the basis of his statement, the police officer and Pandher were named as accused by the the judge, but on July 6, 2007, Lal retracted his statement and accused Khan of pressuring him to give a false statement.

Taking serious note of Lal's conduct, the judge then registered a complaint against him for giving a false statement and the case is being now heard in the court of ACJM.

Pandher and his domestic help Surender Koli were arrested and a total of 19 cases were filed in connection with the rape and murder of children and Badi Payal whose skeletal remains, clothes and footwear were found in Nithari in 2006.
