The gangmen were crushed under Rourkela-Koraput Express train while on duty at a signal at Therubali railway station, abotu 30 km from here in the early hours, Therubali station Manager R L Kumar said.
The deceased were identified as V Appa Rao (48) and N.S. Narayan, he said.
