"We feel it is more important to stay put (in Kashmir) with people instead of hogging newspaper headlines for a few days and take part in photo sessions," an amalgam spokesman said.
"The Hurriyat is not against dialogue or consultations. However, we have not yet reached that decisive phase that we need to rush through the process," the spokesman said in an oblique reference to moderate faction's decision to undertake the visit later this month.
Islamabad has invited the top separatist leadership to Pakistan for consultations on the Kashmir issue.
The hardline Hurriyat said "since general elections are round the corner in Pakistan, the government cannot take any important decisions."
"The only purpose seems to be to find ways of winning the election," the spokesman said after a two-day meeting of the hardline Hurriyat.
