GMDA for holistic development of Gurugram

The newly set up Gurugram Metropolitan Development Authority (GMDA) will seek to redefine urban governance and provide quality life to citizens, an official spokesperson said here today.

GMDA would evolve delivery structure in coordination with local authorities to meet the growing needs of the residents of Gurugram which has emerged as a rapidly expanding urban agglomeration, the spokesperson said.

With integrated and coordinated planning, it would provide for infrastructure development, urban amenities, mobility management, sustainable management of urban environment, and social, economic and industrial development.

GMDA has been mandated to ensure transparency, adopt IT in functioning and make the creation of a paperless office as one of its goals, he added.
 

Chaired by the Chief Minister, the GMDA would have political representation, officers of government and local administration and experts on its principal management body.

It will include ministers in charge of urban local bodies and town and country planning besides the Gurugram MP.

MLAs representing the constituencies falling within the jurisdiction of GMDA would be its ex-officio members. The Mayor, senior deputy mayor and chairman of the Zila Parishad would also be members.

Six experts from different fields such as urban governance, urban forestry, infrastructure, public administration, engineering, town planning, preferably being the residents of Gurugram, would be made members of the authority, he said.

Eight state government officers besides district officers such as divisional commissioner, municipal commissioner, commissioner of police and the deputy commissioner would also be members of the authority. The Chief Executive Officer would be member of the GMDA and function as its secretary.

The spokesman said, "It is the first time that a strong representation of local residents has been proposed in such authority through the Residents Advisory Council (RAC).

"The RAC would have 10-15 residents representing stakeholder groups such as resident welfare associations, civil society, labour, industry, real estate developers, commerce and services," he added.

The RAC would have majority representation of residents and 10 officers besides the CEO who will chair its meetings.

The RAC will monitor infrastructure development, implementation of mobility management plan and sustainable management of urban environment.

Its recommendations would be placed before GMDA along with an action taken report by the CEO, he said.
