Eyeing to boost investment in Goa's rural parts and to provide employment opportunities to local people, the state government today announced that it would launch 'Umbrella Scheme' from November this year.

The scheme was approved during the state cabinet, held today at Porvorim and chaired by Chief Minister Manohar Parrikar.

The scheme, titled as 'The Goa State Incentives to Encourage Investments Scheme, 2017', will also be called as the 'Umbrella Scheme', will come into force from November 01, 2017, Parrikar said.

"Under this scheme, the target schemes for specific incentives shall be notified separately. However, benefits under the old schemes (related to industrial investment) may be extended and considered for the eligible applicants, provided that application in that regard is submitted to the Directorate of Industries, Trade and Commerce on or before December 31, 2017," the chief minister said.

Parrikar said a task force committee will be set up to scrutinise the applications.

"The duration of this scheme shall be five years, unless extended. However, benefits under the separate target schemes shall continue for the period as approved and the Umbrella Scheme shall be operational for the purpose of implementing the target schemes," he added.

Since this scheme is aimed at reviving the industry in rural areas, Pernem, Sattari, Bicholim, Sanguem, Quepem, Cancona and Dharbandoda will be considered as "lesser developed" talukas, he said.

"The scheme aims to create sustainable employment for the people of Goa and support environmentally-sustainable industrial development while accelerating investment in the state," Parrikar added.
