Parrikar told the state Legislative Assembly that frequent initiatives to get the special status in terms of finance have failed with former Finance Minister Pranab Mukherjee refusing it.
"We will approach the new finance minister. We hope the new President of India (Mukherjee) does not object to it," the Chief Minister said.
The state government has been contributing Rs 10,000 crore annually to the Centre, including Rs 5,000 crore as export taxes, while it gets back a pittance, Parrikar said.
Goa will also pitch in for the special status under Article 371 to preserve the identity of the state, on par with the north eastern states, he said.
Protection of identity refers to restriction on sale of land to non-Goans.
A mechanism is being worked out to ensure that the identity is protected, he said.
"We are working out a possibility that agricultural land should not be sold to non-agriculturalists," Parrikar added.
