All government colleges in Haryana are being made 'free Wi-Fi campuses' which would also promote cashless transactions, state's Education Minister, Ram Bilas Sharma said today.

He said that the Department of Higher Education has decided to set up free Reliance Jio Wi-Fi campuses in all the government colleges of the state.

"The Reliance Jio will deploy overall infrastructure for deployment of Wi-Fi or Small Cell in all the government colleges free of cost. As part of the introductory offer for all government colleges, it will give 20 MB free usage per day per user for all students and staff for one year. Reliance Jio will also block all objectionable websites as per Government of India directions," he said, according to an official release here.

The minister said all the Principals of Government Colleges have been directed to provide suitable space and security for Wi-Fi and other relevant network equipment.

"They will also provide power supply for the equipment. However, Reliance Jio will pay the electricity bills so generated," he said.

Meanwhile, the state government announced that it has developed a web-based solution -- the School Building Work Management System (SBWMS)-- to monitor funds being released to schools and institutions for construction work.

The system is designed to track financial progress, from sanctioning of funds to completion of building and submission of utilisation certificate, of all construction activities at schools and institutions, Sharma said.

"It was observed that several grants were being issued to different schools and institutions. This included funds from directorates of secondary and elementary education, Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan as well as from MPLADs, district plan schemes and other agencies. It had become difficult for the headquarter to monitor them," he said.

The objective of SBWMS is to provide an automated and transparent interface for financial activities related to civil work, and reduce the time span of sanctioning funds and seeking utilisation (certificates) of the funds, the Minister said.
